New Clarifications regarding Promotions and Increments
DOPT has issued a clarifications regarding promotions after 1-1-2006 and increments.
Employees who got their increment between 1-2-2005 and 1-12 2005 are eligible for increment on July 2007 as they complete 6 months after increment.
For those employees whose increment is on 1-1-2006, the news scale is considered including increment on 1-1-2006. They are also eligible for increment on July 2007.
(Ashwini: Why??? How they can complete six calender months as increment will be applied on 1st of Jan itself???)
Employees promoted after 1-1-2006 will get increment on the day or they can opt for promotion on next increment in next July as the six months rule will be applied for next increment.

Revised Pay Rules Notification
Finally the government today issued notification for implementing Sixth Pay Commission recommendations. The Union cabinet had approved the recommendations on 14 August with several improvement over the original of 6thCPC.
The notification means that all the central government employees will receive the revised pay as approved by the government from September 1, 2008.
Pay Fixation:With regard to fixation of pay in the revised pay bands, the basic pay drawn as on 1.1.2006 on the existing fifth CPC pay scales will be multiplied by a factor of 1.86 and then rounded off to next multiple of 10. this will be the pay in the revised running pay band. Grade pay as approved by the corresponding to the pre-revised pay scale will then be added to the pay in the revised pay band. The total of pay in the pay band and grade pay will be the revised basic pay as on 1.1.2006.
Increment: rate of annual increment will be modified from 2.5% recommended by the commission to 3% and the rate of variable increment for high achievers in PB-3 will be 4% instead of 3.5% recommended by the commission.

Highlights:
- DA rates are to be calculated taking 2001 as base year.
- The revised allowances other than dearness allowance will be effective from 1st day of September 2008.
- Main changes are in PB-3 i.e. in officers cadre (Of course They Are Rulers).
- Campus restriction for grant of transport allowance has been removed.
- Transport allowance for the employees at the lowest levels will be increased to Rs 600 from existing Rs 400 in A-1/A class cities and Rs 400 from existing Rs 300 in other towns.
- Three upgradation will be granted under assured career progression (ACP) scheme at 10, 20 and 30 years as per the modified ACP scheme recommended by the commission. ACP scheme will also be applicable to group A employees.

PART – C
REVISED PAY STRUCTURE FOR CERTAIN POSTS IN MINISTRIES, DEPARTMENTS AND UNION TERRITORIES
Section I
(i) The revised pay structure mentioned in Column (5) and (6) of this part of the Notification for the posts mentioned in Column (2) have been approved by the Government. The initial fixation as on 1.1.2006 will be done in accordance with Note 2 below Rule 7 of this Notification.
(ii) On account of merger of pre-revised pay scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500, some posts which presently constitute feeder and promotion grades will come to lie in an identical grade. The specific recommendations about some categories of these posts made by the Pay Commission are included Section II of Part C. As regards other posts, the posts in these three scales should be merged. In case it is not feasible to merge the posts in these pay scales on functional considerations, the posts in the scale of Rs.5000-8000 and Rs.5500-9000 should be merged, with the post in the scale of Rs.6500-10500 being upgraded to the next higher grade in pay band PB-2 i.e. to the grade pay of Rs.4600 corresponding to the pre-revised pay scale of Rs.7450-11500. In case a post already exists in the scale of Rs.7450-11500, the post being upgraded from the scale of Rs.6500-10500 should be merged with the post in the scale of Rs.7450-11500.
(iii) Posts in the scale of Rs.6500-10500 carrying minimum qualification of either Degree in Engineering or a Degree in Law should also be upgraded and placed in the scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.9300-34800 along with grade pay of Rs.4600.
(iv) Posts of scientific staff in the scale of Rs.6500-10500 carrying minimum qualification of engineering degree or a post-graduate degree should also be upgraded and placed in the scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.9300-34800 along with grade pay of Rs.4600
(v) Upgradation as in (ii) above may be done in consultation with Department of Expenditure, Ministry of Finance. Regarding (iii) and (iv) above, upgradation may be done by the Ministries concerned in consultation with their Integrated Finance.

Official Notification of Revised 6th CPC
The long wait is over. As per news received so far, the government is all set to issue the notification of the 6th Pay Commission’s recommendation today i.e. Friday, 29th Agust, 2008. All Central Government employees will now be in a better position to know precisely what they are going to get as their final payments. They would be able to know clearly the allowances and other benefits that sixth pay commission awards them. The reports point out that the first installment of arrears will be paid to central government employees in September itself.
Many queries I have received from colleagues, were regarding CPC implementations, as I understand in consultation with senior leaders of ARTEE, employees in Prasar Bhartee, including engineering employees, are on deemed deputation in Prasar Bhartee and will be govern by the article 7.22.20. So recomondations will be applicable to them.
Details about article 7.22.20 posted already.

7.22.20 The Commission had received many demands from Central Government employees on deemed deputation to Prasar Bharati for restructuring of posts/cadres in Prasar Bharati. The Commission has not made any recommendation on the posts in Prasar Bharati, since it is an autonaomous body and therefore, outside the Terms of Reference of the Commission. In any case, Central Government employees on deemed deputation to Prasar Bharati will be governed by the extant rules in this regard.
Status is supposed to be discussed and Cleared by Group Of Ministers (GOM) Commitee, whose meeting was supposed to be held on 22nd August 2008 but postponed for undisclosed reasons.
Above information has confirmed by GS ARTEE.

Welcome to my blog.
I found a lot of wrong information across the web regarding Pay commission. All the information being spread have many pieces of wrong information. It seems nobody has studied the report and relevent sections properly, thats why, I started this blog. You all are welcome to comment on.
I posted the comment pasted below on an another blog, which is regarding the fitment benefit, I think it will be useful to understand how pay commission has structured the new paybands and grade pay for each pre-revised scale

Hi All,
It seems people have misconception about the fitment benefit... blogger himself seems confused about the same.
In article 1.2.3 CPC describes the Fitment Benefit as under -
Fitment benefit 1.2.3 The efforts of the Commission have been to devise asuitable pay package which will not only provide enoughincentive to retain the brightest officers but also attract the bestto join it in future. The quantum of fitment has been decided,accordingly. At the time of Fifth Central Pay Commission,fitment of 20% of the pre-revised basic pay was recommended.This was subsequently raised by the Government to 40%. TheCommission is recommending a new structure of running paybands and grade pay. In the structure, grade pay has beennormally taken at 40% of the maximum of the pre-revised payscale. Grade pay is, therefore, in the nature of fitment benefit.The pay in the running pay band, as on 1/1/2006, has beencomputed by adding the basic pay and dearness allowance atthe rate of 74% that would have been payable on the existingFifth CPC pay scales w.e.f. 1/1/2006 had merger of dearnessallowance equal to 50% of the basic pay not been allowed from1/4/2004.
At another place again CPC says -Rates of grade pay have been generallycomputed at the rate of forty percent of the maximum of thecorresponding pre-revised pay scale which is rounded off to thenext multiple of hundred.
As per blogger if we are going to get multiplier of 1.86 then The fitment had to be (Basic + DP)*24%.
Which is incorrect as CPC clearly mentioned that fitment benefit is being computed at the rate of 40% of the maximum of thecorresponding pre-revised pay scale which is rounded off to thenext multiple of hundred. So in no case it can be (Basic + DP)*24%.
It seems blogger has not read the important parts of the report.
Another thing which is not clear is regarding DA, CPC clearly mentions in article 4.1.18 as follows -
4.1.18 The corollary to this merger should necessarily have beena revision in the existing reference base of price index of 306.33.The new reference base, therefore, should have been the 12monthly average index when the index increased by 50 percent.The reference base index would have, therefore, been higher than306.33, given the uptrend in price levels, which would translate toa lower DA rate compared to the extant rates. Logically, therefore,conversion of dearness allowance as dearness pay shouldinvariably be accompanied with simultaneous revision of thebase index. This conversion, however, is not necessary in therevised structure being recommended where increments arepayable as a percentage of the pay in the pay band and grade paythereon and provision has been made for all allowances/benefitsto be revised periodically linked to the increase in the priceindex. The Commission is, therefore, not recommending mergerof dearness allowance with basic pay at any stage.
Then I question on what basis the recommended calculators using DA rates, which are to be computed and declared accordingly?
I think everybody is just guessing the things.
So please please please.... don't play with feelings or emotions of the Govt employees and please dont try to create hypes among all of them.
Before writing any thing on such blogs, Please, first, make sure its correct to the extents of the information. Because whatever you are writing is going to be read by millions of people all over the world.
